One county, 22 municipalities
Essex County lists 22 municipalities: Belleville, Bloomfield, Caldwell, Cedar Grove, East Orange, Essex Fells, Fairfield, Glen Ridge, Irvington, Livingston, Maplewood, Millburn, Montclair, Newark, North Caldwell, Nutley, Orange, Roseland, South Orange, Verona, West Caldwell, and West Orange.
Two name families matter for search. Orange, East Orange, West Orange, and South Orange are four separate municipalities, and so are Caldwell, North Caldwell, and West Caldwell. A page that says "the Oranges" or "the Caldwells" is less useful to a reader, and to an assistant matching a town name, than one that names each place you serve.
Getting the local court facts right
The Essex County Surrogate's office is at 495 Dr. Martin Luther King, Jr. Blvd., 2nd Floor, in Newark. According to its site, it validates wills, appoints administrators when someone dies without a will, assists with adoption and adult guardianship paperwork, and schedules hearings in Superior Court Probate Part cases. A page that tells an Essex County family to start an estate at "probate court" skips the office they will actually visit.

What differs from the rest of the state
Statewide rules do not change by county, but the offices and buildings do. An Essex County estate page should name the Essex County Surrogate, not a generic county office, and a family law page should name the Superior Court's Family Division and the Essex locations your clients use. A Newark page that is the New Jersey page with the city name swapped will miss both.
