This guide builds on the Virginia guide, which covers Rule 7.1 and what the Virginia State Bar has said about AI. Here the focus is a market made of neighboring independent cities, each with its own court.
A market of cities, not towns
Virginia defines a city as an independent incorporated community, and Va. Code 17.1-500 gives Virginia Beach, Norfolk, and Chesapeake each a circuit court of its own. There is no county layer above them. For a firm, the locality is the city, and the court is that city's circuit court.
The circuit map adds a wrinkle. The Virginia courts directory places Virginia Beach in the 2nd Judicial Circuit along with the Accomack and Northampton circuit courts, while Norfolk sits in the 4th and Chesapeake in the 1st.
Getting the local court facts right
| City | Circuit | Circuit court location |
|---|---|---|
| Virginia Beach | 2nd Judicial Circuit | 2425 Nimmo Parkway, Buildings 10 and 10B, 3rd Floor |
| Norfolk | 4th Judicial Circuit | 150 St. Paul's Boulevard, 7th Floor |
| Chesapeake | 1st Judicial Circuit | 307 Albemarle Drive, Suite 300A |
The Virginia Beach Circuit Court clerk's office lists a Probate/Wills Division alongside its civil and criminal divisions. Under Va. Code 64.2-443, a will goes to the circuit court of the city or county where the decedent had a known place of residence, so a Norfolk resident's estate does not go to Nimmo Parkway even if the family lives in Virginia Beach.
What differs from Richmond
In the Richmond market, the key line runs between a city and the counties around it. Here it runs between cities. The principle is the same, name the locality first, but a Virginia Beach firm's pages are organized by city, and each city page carries its own court.
What we build for Virginia Beach firms
- Practice-area pages that name the Virginia Beach Circuit Court and its divisions accurately
- Pages for nearby cities only where you take clients, each with its own court facts
- Answer posts for the questions local clients ask before they call
See the personal injury guide and the family law guide for the pages those practices tend to need. Local listings matter here too; see whether a Google Business Profile matters for AI search.
Common questions
Should a Virginia Beach firm build pages for Norfolk and Chesapeake?
Only where you take clients. If you do, each page should name that city's own circuit court, since the court, circuit, and address all differ from Virginia Beach.
Where does a Virginia Beach estate get probated?
In the circuit court of the locality where the decedent had a known place of residence. For a Virginia Beach resident, that is the Virginia Beach Circuit Court, whose clerk's office has a Probate/Wills Division.
