This guide builds on the Maryland guide, which covers Rules 19-307.1 and 19-307.2 and where Maryland lawyers should look for AI guidance. Here the focus is one market name that covers two separate jurisdictions, each with its own courts and estate offices.
Two jurisdictions, one name
The Maryland Manual's Baltimore City profile says the city was incorporated within Baltimore County in 1796, separated from the county as a governmental unit in 1851, and has been on a par with the county jurisdictions since the Maryland Constitution of 1851. For a law firm, that means Baltimore City and Baltimore County are different places with different courts.
Readers do not always search that way. Someone near the District Court's Baltimore County locations in Catonsville, Towson, or Essex may still type "Baltimore lawyer," yet that person's case goes to Baltimore County's courts. A page that says "Baltimore" and nothing more leaves the assistant to guess which one you mean.
Getting the local court facts right
| Jurisdiction | Circuit court | Register of Wills |
|---|---|---|
| Baltimore City (8th Judicial Circuit) | Clarence M. Mitchell, Jr. Courthouse (Courthouse West), 100 North Calvert Street, and Elijah E. Cummings Courthouse (Courthouse East), 111 North Calvert Street | Courthouse East, 111 North Calvert Street, 3rd Floor |
| Baltimore County (3rd Judicial Circuit) | Clerk's office at 401 Bosley Avenue, Towson | County Courts Building, 401 Bosley Avenue, Room 500, Towson |
The Orphans' Court of Baltimore City sits in Courthouse East, Room 311. Because a will is filed with the Register of Wills in the county where the decedent was domiciled, a Towson resident's estate goes to Bosley Avenue, not to Calvert Street, even when the family's lawyer is downtown. The Baltimore City Register of Wills page and the Baltimore County Register of Wills page list each office separately.
What differs from the rest of Maryland
The Orphans' Court of Baltimore City has three judges elected to four-year terms. That is not the model everywhere: in Harford, Howard, and Montgomery Counties, a judge of the circuit court sits as the Orphans' Court. Harford shares the 3rd Judicial Circuit with Baltimore County, so even two neighbors in one circuit handle contested estates differently. A statewide page that describes one setup gets part of the state wrong.
What we build for Baltimore firms
- Practice-area pages that say whether each process runs through Baltimore City or Baltimore County, and name that court
- A separate Baltimore County page where you take clients there, with the Towson courts and Register of Wills named
- Answer posts for the questions Baltimore-area clients ask before they call
The estate planning guide shows why the Register of Wills split matters on these pages, and the family law guide covers the pages divorce and custody clients need. If you are deciding how many location pages to build, read whether city pages still work for lawyers.
Common questions
Should a Baltimore firm build a separate Baltimore County page?
If you take clients there, usually yes. Baltimore County has its own circuit court, Orphans' Court, and Register of Wills in Towson, so the page carries different facts rather than a swapped place name.
Where is the Baltimore City Register of Wills?
The Registers of Wills list it at Courthouse East, 111 North Calvert Street, 3rd Floor. Check the office's own page before publishing, since locations and hours can change.
